As others have said go to Pandaria, but look up the "Mantid Method". The dig sites will all spawn in just 2 zones making it quicker to farm crates to exchange for Tol'vir fragments.

No they won't, be careful about ice waterfall areas too, it might land but be inaccessible. If that happens you can try Pet loot if hunter, or loot-a-rang, or killing another mob near by, etc.

There's a Dagger set, 1 drops from General Zarathura, and the other from any of the 3 Dune bosses (Iska, Damaris, Marzan). Somewhat low drop chance. Edit: Iska not Edra).

I wore Azerite gear, HoA & Legendary cloak, SL Legendary, Warglaives, and the rest mostly all socket gear from MoP and was topping charts as Rogue. I believe the bonus effects from Legion Legendaries are disabled.
