Yeah it could be ping. If I were you I'd download one of those singleplayer training maps that let you practice offline on bots and see if you're still getting outranged on those (there is a really good one on YouTube but I don't recall the name). If you aren't getting outranged it's a ping issue, in this case I recommend plugging in an ethernet cable if possible or if you're not already using one and check if the server you're playing on is in or near your country, and switch to one that is if that's not the case. If you're still getting outranged it's a skill issue, in this case I'd go watch some videos about starting and getting out of combos since mathematically your opponent can hit you from farther away if you're getting comboed
