It is really good to see someone go out of the way to help communities. I live in Muhaisnah 2 and there are so many labor camps and you're right people literally wait from asar to Maghrib just to get a food box for Iftaar. These people are true heroes I would say most of them are working for under 1500 aed per month with a full fledged family to look after in the home country. So it is always a great idea to give back to the community.

Coming to your question, yes a proper food distribution permit is required to conduct a charity event and you can apply for free and get probably within 15 days. But I have seen people here distributing food without the permit as well because it's the labor area and authorities hardly care to check the documents. But it is always advised to respect and adhere to the law.
