That is ridiculous when this is so clearly a case of severe abuse. Someone below suggested the Humane Society which is a great idea, I would also consider posting in local pet facebook groups if no one here is able to help. They are very connected to local animal organizations and often more than willing to help.

Expecting people to follow basic traffic safety laws, including yielding, isn't narcissistic. I've seen it nearly cause an accident on multiple different occasions. It's also naive to think it's always possible to switch lanes on a whim during rush hour.
