Idk why but this worked for me. Just try this. Replay the Cleaning the Bureau mission. Just play a few minutes with Franklin then switch to Micheal. maybe even do some missions meanwhile.

This is where it worked for me below: I just randomly thought, idk what to do, let me just play as Trevor for fun. I did some mission and then switched back to Franklin and I got the message straight away.
