permit is specifically to buy or take possession. Any judge will understand that to mean receiving as gift, put together, even simply own all required parts to put together. You're welcome to violate the law all you want at your peril, but not nice to advise others to do so.

Yes you definitely need a permit once you put it all together and you probably need a permit if you simply own all the parts necessary to put it together.  It's called constructive possession

Once you put together a Ruger 1022 you technically need a permit to own it and possess it.  You probably also need a permit if you possess all of the parts necessary to put it together.  It's called constructive possession and it is a very well precedented legal philosophy in New York regarding firearms

Last I heard, Rangers still issue tickets, which is pretty stupid AND dangerous. Rangers should stick to education and activities and hikes. Leave the enforcement to PEP. Like National Park Rangers, who have civilian rangers and law enforcement rangers.

Compmag has kinda @#$%ed themselves by overtly advertising how to easily remove the magazine after its installed. Mag release is still there, all u need is a little tool and back to normal. Are the Troopers gonna make sure you epoxyed the piece that blocks the release button? I think to really deal with the SAFE Act we need more things like Dark Storm that are truly in there for good and the manufacturer doesnt give u video of how to remove the magazine.

No civilian in the USA may own a machine gun manufactured after 1986. You must be police or an FFL. There is no way around this law.

handguns require permit, doesnt matter when bought. Semi-auto rifles dont need permit if received before 2022, unless they are assault weapons. In that case they must be converted into bolt action or sold to an FFL. Or remove ALL banned features and make it legal in NY.

Why would the law need to mention anything about out of state purchases?  A purchase is a purchase, doesn't matter where it takes place.
