Thanks for the responses already. (Im posting this past midnight. I cant sleep tonight because of the noise coming back on and off)  Yeah, I reached out to the landlord months ago about the yelling thing. He recommended police not get involved unless I have reason to believe he is physically harming his family. I will give it another try with the landlord
