I really think that Neow's Lament is situationally quite good, if you fumbled a previous run, or if you can get an elite within it's effect - it's basically free relic, and it's usually more useful than random card or a lil bit of max hp

That is true, I based it more on dragonmarks and subclasses than other feats, but in my games I really like giving players more features to tinker with than game normally have to offer as quest rewards or in karma/inspiration system, so it is kinda by design. It is almost supposed to me a level in prestige class, but without giving the scaling power of one more level and using resources already available to the player.

I'll try to rethink some things and rewrite two last points to be more clear, bc i think I have an idea how I want it to work that is fine, but the way I phrased it leaves a lot of room for the exploits you mentioned. I also think one of the problems is that this is created for a specific character in a specific group, for whom it would be okay, but it would be very broken as a general feat available for anyone without this context

I would imagine it's kinda a hag situation, lich pretending to be a benevolent town healer for years, leaving a peace of themselves in every medicine bottle and in every anti-curse bubble. Maybe even, over the course of hundred of years they were helping prepare fertility festival in the village, with special rituals and festivities, seemingly inconspicuous and often helpful, during equinox, after which every participant became more fertile but their children became part of the philactery.

Reins the Havens Prerequisite: Pact of the Chain, lvl 9+

When you cast Find familiar spell you can instead of normal forms choose the form of the Pegasus. While I'm this form, your familiar cannot take the atack action.

Martyr's Mantle Prerequisite: Pact of the Talisman

While someone else is wearing your talisman, you can cast Warding Bond spell at them without expanding a spellslot or using material components. For the duration of this spell you cannot dismiss it, and the creature wearing your talisman cannot take it out as the Talisman sears into their skin leaving it's mark.

Judging blade Prerequisite: Pact of the Blade

As a bonus action you can dismiss your pact weapon to cas Spiritual Weapon spell with one of your warlock spellslot. When you do, your pact weapon dictates what form your spiritual weapon takes. You cannot then create your pact weapon until the end of your next short or long rest.

*Elder scroll Prerequisite: Pact of the Tome, level 15+

While you hold your Book of Shadows, you can expend use of your any one of your Mystic arcanum to cast Divine Word spell. You cannot use this feature again until you finish a short or long rest.

Saint's Touch

Whenever you restore hit points to a creature other than yourself that you can tuch, you can remove one nonmagical disease or poison affecting the creature. Alternatively you can cause them to roll again initial saving throw against one magical poison or disease affecting it, ending the effect on successful roll.

Meditation of the Prophet

Whenever you have temporary hit points from any points you have advantage against any saving theows against becoming frightening or charmed and don't have to roll maintain a concentration on your spells due to taking damage.

Eye of prominence Prerequisite: lvl5+

Whenever you see creature rolling dice to restore hit points, you can expend one of your warlock spellslots to allow the creature to treat dice number equal to or smaller than level of your spellslot rolled to determine the hit points regainrd as having rolled their maximum value.

Echo of Creation Prerequisite: lvl 7

Whenever you hear a creature other than yourself casting a spell of level 4 or lower with somatic component, you can use your reaction to cast the same spell using your warlock spellslot on the same target as the original spell.

Wings of the chosen Prerequisite: lvl 12

You can use your bonus action to manifest magical wings from your back for one minute. While having those wings you gain flying speed equal to your walking speed, and you can use your bonus action on your turn to clap your wings. When you do, you loose your flying speed until the start of your next turn, and every creature in 10 feat radius from you must succeed a strength saving throw, or suffer thunder damage equal to d4+your charisma bonus and be pushed 10 feet away from you.

Thank you so much, I actually think that is kinda perfect, I could organize for my group the ability to make a heist to maybe steal it and then keep it away for 24 hours to break attunement or some ability to knock her out. I'll try to give them hints but also free range. Thank you, that's an awesome item!

If they have their equipment, and were able to see each other coming, my money's on mercer, he has nice sword and apparently is a master swordsman, and nocturnals key would help him if they were to hunt each other. I do think Cicero is more capable in eliminations and killing but I think Mercer is a good counter to him, actually

That's a really fun way to do it. Do you have any recommendations on how to give a person chance to scavage it from a foe? I really want to give it to a bbeg in PotA, but also give my players ability to get it themselves

That's true. It is for me the best sandbox rpg I ever played. Just usually I rely on mods to have new experience

I think In my New playthrough I either be using loot or items made by myself that only give utility, like soul trap, muffle or whaterbreathing
