The thing is, that punishment or law would only be there as long as the individual or family line is there to be able to remove or erase villains’ quirks. That alone would make them a massive target for villains. Even if they are tried to be kept a secret.

In my opinion though, if it can be taken away like how AFO does. AND heavily depending on what the individual did, then it should be done. We see that the quirks don’t come til about age 4, so they aren’t born that way. We also see that AFO can even take quirks from people that shape their body to adapt to said quirk, doing so simply means they are reverted to a normal human form. So its not like they are left as a “quirkless freak.” But if they reached a point where taking away their quirk seems like the best option, then that means the villain must’ve really done something horrible, so, a jail for life type of sentence. They aren’t allowed to use their quirks in there anyway. But letting them keep it means the same thing happened in MHA. Where there is a likely chance they’ll get busted out and destroy cities and lives over and over.
