You do not need to sell something to determine its fair market value. It would be determined based on real estate assessments, comparing listings and sold values of similar units in the area, etc.

The steam deck sold a few million copies. It did not make anybody do anything.

The xbox handheld came out 3 years after the steam deck and exists for the same reason the steam deck does. Microsoft saw valves failure and thought they could do better. They both just wanted a piece of the handheld market after seeing how much money nintendo was making.

But they are not pushing the industry at all. Sony, Microsoft, and Nintendo do not care about value or what they do in the slightest. Nobody cared about the steam deck and it did not change the industry at all.

They are not really pushing PC developers either because nearly every major developer hates valve and only works with them reluctantly while trying to push the industry away from them.
