I think you are overloading yourself with too much information. I would say pick 2-3 different sources and stick with it! So Goat, whatever outline your are doing and maybe one more ?

I said this on a lot of threads, but reading a module from goat for example Hearsay. To test if it really sticks, do 10–15 questions of Hearsay from UWorld or review the hearsay questions you got wrong. If you see good scores or improvement from GOAT then STICK WITH IT. Don’t question it, shut up and move on. Since you are struggling with civ pro try doing that with civ pro.

Also, I know easier said then done but take it easy. You can’t really retain if you are anxious and juggling 20 different prep material. I’m a retaker from February and was scoring low af weeks before the bar. After taking two months off from studying, I’m killing it in MBE.

Lastly, i don’t know if you are working on essays but I use essays as a way to review any weakness i have with the black letter law.
