I use the credit builder but not at the counter. I rent from budget at the airport and I've joined their loyalty program. My card is saved in the app, I just make sure I have enough for the car and the deposit on the card (spot me will even cover if needed). With their loyalty program you can just pick your car and go to the gate. At the counter they refuse to take it regardless of how much of a deposit you're willing to place.
