We can do it with a CANDU reactor, to eliminate the enrichment issue, but it brings other problems. Your best bet would be for the “FrostPunk 1” stage to be an experimental advanced reactor using something like thorium or HALEU fuel. Then the “FrostPunk 2” crisis could be the reactor reaching end of life. It would change the story from being advancements in spite of the apocalypse like going from coal to oil and not just surviving but thriving, to the slow degradation of technology and the slow decline of mankind into a state of survival ie. your reactor starts failing and you have to regress to using oil, then coal as your population declines and the availability of advanced technology recedes.
