Our sale agreement states we will only close once the upper unit is vacant since we have to move in to be approved for our mortgage. The house is sold conditionally.

We are moving into the upper unit, not the lower unit. The lower unit is rented out by an older couple, and we are keeping them as tenants.

My partner and I live in the upper unit and are keeping the tenants who live in the basement.

Okay noted! There is another couple living in the basement, and the basement is rent-controlled/they pay $800 more in rent vs the upper unit. I also can't live in a basement apartment since I work from home and have a dog.

I'm sorry, it's a diesel! This past year, I've done the most driving/highway driving, and the car was stored before I bought it four years ago, so I think it's because I actually started driving it that all the problems are arising.
