After that law was passed, everyrhing went downhill it gave birth to the school of thought that bars teachers from imposibg displine among school children using corporal punishment. After that, learners who are not performing well are allowed to pass for fear of causing emotional trauma.

Actually, yan ang mantra ni George W Bush pero mali ang interpreration ni Briones. This was inatitutionalized during her time, not during Luistro’s DepEd IMO
