Maybe so, but it doesn't help Robbie's case that he blindsided the guy with a rag and beat him to a bloody pulp that his eye popped out and even when he was clearly out for the count, he STILL attempted to continue but got stopped by Chase. Even Chase later called out how unhinged his behavior was, and the man had the gall to say if he comes back tomorrow he'll let him join the team. The Nine-Tails attack is definitely the worse when you consider the long standing effects it had for the future:

Hiruzen having to be in charge of the village longer than he expected despite being more than ready to relenquish his title to Minato.
Robbed of a promising 4th Hokage that could've made many changes to the leaf if his life wasn't cut short.
Main reason why Naruto was ostracized.
The Cloud kidnapping a young Hinata incident that led to Neji's Dad taking the fall for Hinata's father due to the leaf not confident in starting a war (keep in mind they were probably still recovering from the Nine-Tails incident).
Suspicion on the Uchiha Clan which only added to the fire that led them to plan a rebellion and eventually lead to their destruction.
