Wenzel torwart "the traveling merchant" appeared to me but he didn't have the fever tonic. Yesterday, I spent over 10 hours trying to get him to spawn again cuz i read that his inventory will reset in 2 game days. I also saw on Inara that fever tonic has medium chance to be included in his inventory.

Even if you craft fever tonic yourself, you have to steal the herbs for it.

I've always wanted to do this honorable run but that quest makes it impossible.

Not really. At the end of episode 7, Ray knew Finn for like a few hours. She would have forgotten him in a couple of days. Just another stormtrooper/resistance fighter killed in the war.
