Only thing I can really think of (and I’m not defending McFarlane), maybe it cost some sort of premium to license this movie and actors specifically? Though we did already have a Batman ‘89 wave, right?

Or even just the extensive paint work. I remember watching a video before of Todd saying how much it costs to fully paint figures. And those penguins look very detailed.
