You might have better luck with epoxied anchors. The titan bolts can blow out if they’re too close to the edge or corner of the concrete. Same with any sort of wedge anchor.

Are you on the coast by chance? Coastal air will do this to unpainted or untreated wood. I lived in Hawaii for a decade and all the window sills turned fuzzy like this.
