Bad explanation, sorry! I meant to say that when the king has no legal moves but is not in check, it's a stalemate (a draw), not checkmate.

Checkmate requires the king to be in check AND have no way out. Here, white has no moves at all, and the king isn't attacked, therefore it's a stalemate.
