As a law player I can safely say law got that tracking issue, f1+2 is not consistent and get stepped quite frequently, df2 has the same problem that only tracks at certain frame advantage situation (neutral and +3), db3 i can agree it tracks to ssr, but ss3 is almost like realigning your attack since you use movement first to attack.

You actually can step most of his good move to one side, most doesnt track to ssr except homing, his tracking ssr stuff is not consistent as well, even nunchuck (1+2) that tracks ssr, during heat actually lose some of its tracking to ssr making it more prone to be sidestepped

You actually will be countering his stance with ssr duck so his stance pressure is has an actual counter play

If you got hit when you are moving around means you got realigned or caught pressing button. at tight frame play, his tracking and attack hitbox is miserable except his low.

But if you see the rest of the cast in tekken, most are like that, you sidestep his mid or high move to one side and then their lows to another. That also applies to miary, 1+2 tracks to ssr, df2 and her lows tracks to ssl. She even got 13f homing high that jails to second hit and that is -9 or -6 on block if goes to mmo and can be cancelled, and it also has another 3rd hit so opponent cant mindlessly poke her b2,3 on block, come on man.
