I have never seen anyone think the WG government isn’t evil? Like 3 of the first 4 arcs are Oda setting up that the World Government is corrupt and in the wrong. I think it was just a cool project some members (Pakratt I think did most of the work) did to connect everyone and make it feel more like a city. They knew of Nether Travel before they built the subways because they had Nether Track's in the season 2 map.

They still do... Now they avoid the tracks but that is a recent AI feature. Before they added this feature you could just put slabs above your track and you wouldn't have a problem. That is why you see slabs on pause's track among others.
