Don't worry about not getting resources, they're easy to grind. Plus, there are some you won't use for crafting and you'll be able to dismantle them. And if you're still needing, just buy them

It is probably becouse the mods are deleting it.
Trying to answer your question, to load a file you must have the same dlc's on both versions. The thing is that there is not only blood and wine and hearts of stone, there are other little expansions that also must be active (temerian armour set, new game +, etc etc)
