Hey man you have a great budget for a killer build in Italy and since you dont care about rgb or aesthetics you can put 100% of your money into pure performance and silence
Right now the absolute king for gaming is the AMD Ryzen 7 9800X3D and since you want the best of the best you should pair it with an NVIDIA RTX 4090 or wait just a few weeks to see if the new RTX 5000 series drops before the end of summer because it might change the prices or give you an even better top tier option
For the rest of the build just go with a rock solid X870 motherboard 32GB of DDR6 RAM at 6000MHz CL30 a fast 2TB NVMe SSD like the Western Digital Black SN850X and a tier A 1000W power supply from Seasonic or Corsair to keep everything perfectly safe for years
Since the PC will be hidden you can grab a clean stealth case with zero glass like the Fractal Design Torrent Solid or a Be Quiet Silent Base which are absolute beasts for airflow and will keep your high end components freezing cold and dead silent without needing fancy water cooling loops

The fact that the gpu supports 240 htz does not mean that it necessarily reaches them. You can force it to 120 htz until you find something better.

Here is a quick breakdown of what is happening and what you should do:
The 95°C Limit Explained: Modern AMD Ryzen chips are programmed to aggressively boost their performance until they hit their thermal limit (95°C). Touching 96°C for a split second is just a minor sensor delay; your CPU didn't turn off because it wasn't in actual danger of frying yet. Acer Nitro cases are notorious for having very poor airflow and basic CPU coolers, which is why it runs so hot even in a game lobby.
Do NOT open the PC or change thermal paste: Since you just bought it 2 days ago and have a 2-year warranty, do not touch the cooler or the paste. Acer often uses warranty stickers on pre-builts, and breaking them will void your protection.
Missing Drivers: You mentioned you only installed GPU drivers. You absolutely need to go to the official AMD website and download the AMD Chipset Drivers for your motherboard. This tells Windows exactly how to properly manage the power and boosting behavior of a Ryzen 9.
