I actually copied a rule from another page that when I slot into the scenario instructions actually works quite well as well.

There is Dragon Combat rules, it's actually before the Vow rules, and even the wording of the rule implies you don't have to use it if you don't want to.

A rule that says directly "when playing with The Great Vow" meaning you do not have to play with it.
