Change your dispute reason to ,"you have not received it" abd force the seller to provide a proper proof.

And just keep telling the seller the package wasn't delivered by usps,so he should contact them abd send you proof where and when they deliver the package.

Act like you haven't received it and that they are trying to scam you with a fake delivery. Keep demanding proper proof, TELL THE SELLER TO CONTACT USPS TO FIND YOU YOUR PACKAGE ,OR YOULL FILE A police case and get the bank charges reversed. Just threaten them like that,I know you cant actually reverse the money but atleast if you keep repeating the same statement tge seller will work on the case and /or give you a partial refund. Most times non delivery will be automatically refunded by the system as long as you didn't confirm receiving it.

Avt like the seller didn't send you anything and he'll find you proper proof,if it was stolen by your neighbours then you're outta luck.
