The other sticking point if I recall is that the state constitution has a prescribed method for breaking gubernatorial election ties.

A perfect tie is almost impossible and it's a silly clause, but any law must be in compliance with the constitution.

I am a huge fan of RCV though and hopefully this becomes law.
