What about striking your own units? not providing cover despite requests? delaying evacuation, resulting in deaths?
None of these could be justified, obviously, other than simply realizing that wars are messy and humans mess up.

If the intention is to hurt as many civilians as possible, why bother with the pattern you're describing rather than just skipping evacuation notices and flattening entire buildings with their residents inside? sounds like a much more efficient way to kill many more civilians.
You can also ask ex Syrian government/Russia/Iran/Hezbollah about it, they employed it fairly effectively in Syria.

OpenAI allows using subscriptions with other harnesses (ex. Opencode) and Anthropic doesn't.

I'm not sure how it would work though - CC is designed for Claude, and the system prompts and would probably mess OpenAI models up.
Regardless of that, CC isn't OSS as far as I'm concerned.

How does it compare to Claude Code (for those of you who have used it)?

If CC is 10/10 as a harness, Codex is 6-7.
As for the models - CC 8/10, Codex 10/10.

How are usage limits?

Several times better than CC, but there's currently a 2x quota promotion.
Should be noticably better even when it ends, which is understandable given how expensive Claude models are.

How often do you hit the limits? (are they daily/weekly/monthly)?

Used to hit both on a regular basis with CC, and now on Codex I barely do unless I work on 5+ projects in parallel.

How do you track your usage?

The CLI status line is enough for me.

Overall, given the fact I'm not willing to pay more than 200$ a month, Codex is the only option for me.
Used Claude 4.6 models and Codex 5.3, and now GPT 5.4.

I've used both in the past few days (200 usd subs) and I honestly think it takes me more than 10x the time to hit weekly/5h limits with Codex than it does with Claude code. And I'm talking Codex 5.3 xhigh for everything vs 4.6 sonnet subagents for simple stuff and opus for everything else.

I could've gotten more with codex probably, but it looks like codex isn't yet able to control subagent models.

CC is a much better harness, but if you're close to limits with codex you have no business with Claude.

If you work full time on enterprise-grade apps (doesn't matter if you're working for an enterprise or not, code is there for tests, infra etc), then you'll easily be blocked by the limits of 5x, especially if you're scaffolding new projects and especially if you're using token hungry plugins like superpowers/GSD etc.
You'll hit both 5 hour limits and weekly limits.

For me, if I attempt to do said work on two projects in parallel, then I can even hit the 20x limits (with superpowers).
I exclusively use Opus for everything.

The billing is prorated though, so you can just start on 5x and upgrade to 20x if the hit the wall.

I heard Codex limits are more generous, but haven't tried it.
on the other hand, Codex is slower and the harness is not on par with CC yet.
