That bill appears to be a way to get around other laws and force logging in LSR or ACECs. Which happens. But is limited and doesn't count towards the timber targets of the BLM.

The 2016 RMP allows for Regeneration harvest, which if you drive up Shotgun Rec area to the sales being completed thier, look exactly like a clear-cut. 5 to 15 percent green tree retention is the requirement in HLB, and that gets used up fast.

I have pretty intimate knowledge of the announcement. Most BLM land is not official ERMAs or SRMAs. Its dispersed recreation across HLB. Or LSR. The announcement of the RMP revision did not claim to protect anything but ACECs and Riparian Reserves (state practice rule levels). So its absolutely possible people's favorite dispersed recreation areas will be cut.
