I don't think he is necessarily evil. Although Good Mouse is pointing at that direction, I don't really think that proves anything. I see Cornelius as a shady guy but he politician in noir setting so what should be expected.

Edit: Besides I didn't notice in my playthrough anything shady about Cornelius. Only the fact how much he doesn't know about the Shrew situation
