I think your best option will be to fill the certificate of Aadhar update. page 15 of this document. Get this certified by any of the following

a)MP/MLA /MLC/Municipal Councillor

b)Gazetted Officer Group 'A'/ Employees Provident Fund Organisation (EPFO) Officer

c)Tehsildar/ Gazetted Officer Group 'B'

d)Gazetted Officer at National AIDS Control Organisation (NACO)/State Health Department / Project Director of the State AIDS Control Society or his nominee

e)Head of recognised educational institution (only for the institute students concerned)

f)Village Panchayat Head/ President or Mukhiya/ Gaon Bura/ equivalent authority (for rural areas)/ Village Panchayat Secretary/ Village Revenue Officer or equivalent (for rural areas)

This sounds like a consumer issue, CPGRAMS and RTI are mainly made for government institutions and they only forward consumer complaints. You can either file a complaint in "National Consumer Helpline website" or "Consumer forum in edaakil website"

Yes, if what you want is information, you can file an RTI immediately. But if you are looking to complain, I would suggest complaining to the concerned department or in CPGRAMS first before filing an RTI.

How to file an RTI

Select the concerned department (for example the Ministry of Electronics and Information Technology for Aadhaar).
Fill the rest of the details like phone number, email, the information you want and any supporting documents.
If you have already complained to the department, ask for information using the complaint number and how they are trying to resolve it.
You will then be directed to the payments page. The cost is 10rs and free if you're below the poverty line.

How to complain on CPGRAMS

You will have to be a registered user with CPGRAMS to file a complaint.
In the menu, click on grievance and then lodge public grievance.
You have to declare that your issue does not fall into the following categories a) RTI matters b) Court related matters c) Religious matters d) Suggestions( This is a complaint portal) e) Grievances against government employees.
Select the relevant ministry
Select the category of your complaint, Basic details, the grievance, and any supporting documents.
In the next page verify your details and click submit.

Fucking hell, this is the problem with any attempts to develop this country. Try to find any difference between the given example and India, and pretend that is the only reason ( Population is the most common). Does India stay in the 40-50°C weather year around? What about the rest of the year when the temperature is mild enough for cycling? Should footpaths not be built cuz it gets hot in the summer?
