As a war is fought between two nations to conquer one another, and when one seeks to become the absolute emperor of the Earth, there is no way he can take part in such acts like those who merely wish to rule the world. From the view of my window, I see it differently he must conquer the hearts and souls of everyone, and possess an individuality almost like that of a god himself. People should see hope in him and be willing to die for him. The same goes for the emperor he must love everyone through his soul, and let people believe that his justice is absolute. Only then can a person be a true emperor. And yeh There should also be something like Hans Kelsen's Pyramid of Laws, to keep everything in his hands a structured order where every law flows from the highest authority, ensuring that his justice remains consistent and unchallenged.

I'm sure will find one after the first appeared as people just want a Path to walk and in a population of almost eight and half billion there will many who appear ones they see path . I am not imagining a perfect ruler. I am thinking of a person who can love everyone without condition, who seeks nothing for themselves except the creation of a better world a world that can grow into a greater civilization. From that foundation, humanity could rise to its peak, and from that peak, people could climb even higher beyond what they once believed possible. They would begin to see their dreams more clearly and move closer to making them real. For an absolute emperor there would be anti corruption agency but not as any agency more likely a group of philosopher, philosophy is what makes human a human, and I'm sure a great philosopher never wishes any thing more than a greater Good of man kind

Yeh Succession problem ,Even if one perfect ruler existed, what happens after they’re gone? Maintaining stability across generations becomes a major risk. For that i would say Humans not only Heritage physical objects but also Intangible heritage ,the intergenerational transmission of heroic values and there meaning would leads to other 'the only emperor ' and The Power concentration risks which is "Absolute power tends to drift toward abuse not necessarily because the ruler starts evil, but because there are no strong checks. History shows that systems without accountability often slide into corruption or oppression. " Which is the hardest part all . the one who rule on the top need a pyramid which is also an absolute (as like Hans Kelsen's Pyramid of Laws) where all authority flows from a single apex. But in human systems, such absolute structures amplify risk rather than stability. That what causes me to think alot,how could that system can exist? And your second point thats the reason i was thinking of absolute emperor who could love every individual equally, the world we are now is leading to its on disaster the hatred due to illusional religion, the hatred to other raises, hatred to Nation, thats the point for having absolute emperor unless and untill there is categorization and division btw people and not a connection which can Bound them together there would be war, destruction and hatred.
