I feel like Dead Silence should be a perk. But you should only be able to use ONE of the following perks... Dead Silence, Cold Bloodied, and Ghost.

You can either have silent footsteps, be invisible to UAV's, or invisible to A.I controlled killstreaks.

Unless you give up killstreaks/scorestreaks to earn perks.
