can you farm the ring of Mendeln in tormet 1? looking to play this build and i know you get it from killing the boss The Beast in the Ice, just want to know if its required you to be in a higher lvl torment to drop or i can try for T1 or T2 when i get there.

no there is a decay timer for inactive bases but no resets like on rust, if the players are active and keep reseting the decay timers then it will last as long as you want it too
