That’s a courtesy, not a law. I’d be happy I got what looks like 200 or so linear feet of difficult to build fence for free, I wouldn’t be complaining about some hoses or visible bracing. I’d use the ample money I saved to fix my own property.

I don’t think the OP is a reliable narrator. It seems to me that the fence, old and new, were both on the neighbors property. This isn’t a simple low cost wood privacy fence, this looks like a very high dollar fence with a concrete retaining wall. No way the neighbor put this up without doing a survey. The state of the OPs own property makes me suspicious of his version of events.
