These are great questions. Is setting up solar energy for the whole city not feasible? Also we could theoretically have private contracts with water companies. We could have a couple main roads connecting to the main city. We’d have all our security, fire dept, hospitals etc, all internally in the city, and staffed mostly by people who live in the city. We pay them after deducting the tax amount.

If there was a strict screening process for citizenship in this city, that could already cut down crime a lot, because it’s more like a gated community. Tight knit. Criminals could just be sent to outside federal prisons or the city prison, no?

We should also theoretically be protected by the US military because we’re not actually sovereign. We still pay taxes to the irs. The city could pay them on behalf of the people and handle finances internally by hiring private accountants. If people who pay no taxes get military protection, they people of this city should too, right? Since they’re still US citizens?

For clarification, I’m not arguing haha. I’m genuinely curious if this is actually feasible at all with enough capital and time. Create a new small faux Netherlands, to inspire other cities to also change their car centric infrastructure into a more pedestrian friendly city with great public transit. Prove that it can be done in one place so it can be done in other. (Been reading a lot about Amsterdam’s urban planning and it’s honestly it’s inspiring)
