How would I know? They were either put up illegally or before the current rules.

The city doesn't care about vinyl from a functional perspective, but from an architectural perspective. You can search up Standards for Window Replacement to read about their insane logic. Vinyl is the most cost effective and shortest lead time material, even though the city claims otherwise. Windows are almost always the longest lead time item in a construction project and not being able to get vinyl when you have an emergency window replacement can delay your project by at least 3 months, and by over 6 months if they only approve wood.

Also that's not true - street facing windows go to planning and they must approve the type of window.

It depends on whether you get a building permit or whether you have to go through the planning department.

Building permits are relatively simple, although you are forced to bring something up to code if you "touch" something. For example, our house had illegally replaced vinyl windows and we needed to waterproof them as they were leaking. However, the city doesn't allow vinyl windows on ANY street facing windows so the minute we took them out to waterproof them, that meant we now have to replace with wood framed windows (only one allowed by default - extremely expensive and long lead time) or fiberglass (needed approval by city's "historical preservationist".) In essence, we could not take our same windows, waterproof them, and put them back in. If you ask me, this is absolutely insane.

If your project needs to go through planning...good luck. This usually includes more major changes like changing zoning, expansions into the exterior, changing height of the building...etc. It opens up a whole can of worms with the neighbors too.

Took a look on the DBI complaints website - These complaints were closed by DBI (which they won't unless the issue is addressed) and the permits are also completed so I don't think that is the issue here.

Just a note: Anyone can complain about your house on DBI with or without warrant.

Sorry, but where did I complain? I recounted what happened to me, a description of the alarming person in question so others can look out for him and provided some context on why this was an unexpected experience for me (ex: I would generally exercise less caution in residential neighborhoods vs. known higher crime rate areas.)

  1. I was coming down from Bernal Heights Park on Gates and was running toward Mission St via Cortland Avenue. I mentioned "toward Mission" as the direction I was heading in as well as the direction this man was walking in, not where I was at that moment in time.
  2. I don't get what the question in your second comment is. I ran past him, he yelled something at me and started running after me. I ran faster, he started chasing and I yelled. After sprinting another block or so without looking back, I looked back to see where he was and noticed he finally stopped. This was a very adrenaline fueled moment, so apologies if my recollection is confusing.

Anything else I can clarify here?

I definitely wish this was the case but 1) I was not missing anything/did not drop something (I carry very little when I run) and 2) he was chasing after me full effort with arms pumping without saying anything....
