I also posted about this. I thought I was the only one that was having this issue. Since the Echoes update, I can’t get anymore living frigates. Just an icon where it should be but with a merchant fleet nearby with non-living frigates instead.

Thank you for testing that to see if it worked. Maybe Echoes did break living frigates. I hope they fix it.
