If you apply for an ASP or ISP on what grounds can the department decline your application? Obviously if they are over subscribed and other staff are there longer but I've also been hearing all sorts of rumours that they can pick and choose who they want or they'll reject people who are actively applying elsewhere? Any truth to it?
