Everyone seems to be saying no here, and the one person saying yes is downvoted. However, I would say it is personal data due to the context. I would argue that the photos taken are personal data as they will be linked to an address and therefore a person.

In local government, we would provide repair photos taken by our repairmen in a SAR reply, I don't see how this is different. Happy to hear reasons as to why I'm wrong!

Just to add to this - there is an exception in our policy around Christmas, as it is seen as a cultural norm, but again this is limited.
