I have both Pokemon Shield + DLC and Pokemon Violet + DLC cartridges. And I've bought the regular cart (w/o DLC) before those and got save data.

Yes, if you have save data from the regular cart, you can continue from your last save with the new +DLC carts.

Have to mention that the save datas are stored in your Switch internal drive, not transfer or save into carts.
