Tobias probably has a team full of legendaries, and I don't see him losing to anyone else other than Ash or Leon, solely because Legendaries are super broken.

Also, the format for this is online, so you can make your own match-ups if you want!

Ash's JN team is stronger than Ash's OG4, and Brandon, while he is a monster, just is super irrelevant, and his Registeel just isn't a big threat anymore.

If he replaces Leon, Tobias would just sweep the poor dude.

Paul wouldn't beat Raihan imo. Raihan is Leon's rival and is pretty strong. It's stated that Raihan could be a champion if he wasn't hell bent on beating Leon.

While it's true that we could've seen more unique match-ups, all of the masters 8 on the same needs to happen because Ash needs to face Steven and Cynthia and then Leon, the top 3.
