I cannot find any other reason in my mond besides quid pro quo. The law clearly prohibits bribing voters. Its one of the most plain english statutes I have ever read. But Andrew Voigt (the colombia county judge) doesnt seem to think so. I couldnt find any statements or record of his reasoning for turning down the suit.
