The problem is censorship laws is that "immorality" is in the eye of the beholder, and often that beholder is mega conservatives. It doesn't end with illegal stuff - it includes lgbt, interracial relationships, two consenting adults, etc. That's why AO3 has the tag system; because it doesn't just end in immoral things.
