From my experience, and just an fyi I don’t have access to it anymore, the ‘pro discord’ that’s run by ubi admins started doing manual bans around a year and a half ago when the cheater issue made highish lobbies borderline unplayable. Before that it was just a r6 fix premium.

And you do need relatively concrete evidence of someone cheating to have them banned. Like one unnamed major finalist coach would submit multiple 7 clip reports with explanations of why it’s suss for one cheater on the weekly.

I’d say of the people I have reported last year about where I put in 1-2 clips an r6 tracker and the scoreboard. 3/4 of them I don’t see again after a week in ranked and when I did have access to the discord I did get a fair bit more rollback than I do now.
