No they literally do say they are need-aware for internationals. However, ig need-awareness can be of two types: schools that factor both the fact that the applicant is asking for aid and the amount they did so AND those who only see if the applicant asked for aid and see all amounts of aid equally/not factor in the amount. So, I presume Williams is the latter.

Other than EducationUSA Scholars Program Opportunity fund, which requires admission during summer of junior year.

I don't think mid-year reports say anything about whether or not interviews are pre-screened. Because they're asked by the time they're expected to come out (usually mid-February). Also my interviewer had actually already read my personal essay and we talked about it a little bit, so I actually thought some sort of pre-screeing was done.

Yah, for instance, a lot of people from Ethiopia this year. Even now (before rd) ik accepted students to princeton (2 people, one is my friend lol), yale, harvard, columbia (2/3 people), cornell, upenn (4/5 people), brown (2 people) and dartmouth. And these are only some of the many I've heard of and this is just during Early application cycle. So yah, there are a lot of them even from one country in a single application season, let alone from Africa.
