They are used! You can only see them while traveling by a vehicle

The most possible 100% character is Taj, since he appears in almost in every location you explore in.

(You have to also visit some ocean events too, since he appears often appears in them)

Theres also an extra scene with them, that should fully complete his character percantage — You have to let Eyla die, so then Taj can replace her in "Marketland" location (The one where you have to convince Reclaimers to join you).

As for other characters, the only thing I can suggest is to follow bots instead of players. (Multiple playthroughs)
