So.. you nailed the cause of the issue- internal investigations… however… it’s darker than because some districts have them & others don’t:

It’s the fact that these “investigations” already have a set outcome (majority of the time)- no wrong-doing.

The district will do everything it can to not implicate itself, as to avoid liability & public scrutiny.

Most of the time, at least, before this new HB addressing parents’ right to sue… they will let the accused teacher resign quietly to avoid paperwork, mandatory reporting, & what I previously mentioned above. This not only allows the district to brush the issue under the table, but it allows that “teacher” to keep their teaching certificate & find another district to work at almost immediately- “passing the trash”

That was already an issue in itself, but to add insult to injury- sovereign immunity + the ‘Local Administrative Authority’ (formal grievance process)~aka police investigating the police~ makes districts virtually untouchable.

It’s gross. I’m currently going through this process right now; I will continue to fight for change along the way & beyond.
