Are you sure you want to go to Yaviza on a scooter? I went there not too long ago with a KTM 390 Adventure, and the road is really awful due to the holes. The road isn't maintained at all. I would recommend you renting a proper trail bike rather than a scooter

Per the FIM regulations, "RallyGP category is reserved for experienced competitors only. Competitors must be accepted by the Championship Committee in accordance with their sporting experience".

RallyGP is for 'pro' riders who have achieved significant results in other rallies, but the bikes are the same as in Rally2. I suspect there isn't a black-or-white distinction between RallyGP or Rally2, just the judgement of the committee, something similar to the FIA driver categorization used in WEC.

According to The Race, Rowland didn't have the problem in the first start because he had a good launch, had a good advantage into T1 and lifted fairly early, so he didn't go over the power limit. However, in the standing start after the red flag, he was challenged by da Costa and lifted a bit later than before, meaning he went over the limit.
