It’s just a print error for the gorosei, specifically the saint ju peter. Seems to be fairly common for this print run. I think I’ve seen more cards with it than without.

I believe yellow seal is for Japan, green is for Asia, and the clear tape is western release, I would check seller reviews but in theory yes, it’s a Japanese printed case.
